			<content:encoded><![CDATA[<p><a href="http://chattanoogapulse.com/wp-content/uploads/2010/03/parking-tickets.jpg"><img class="alignright size-medium wp-image-24584" style="border: 1px solid black; margin-left: 15px; margin-right: 15px;" title="parking-tickets" src="http://chattanoogapulse.com/wp-content/uploads/2010/03/parking-tickets-300x224.jpg" alt="" width="240" /></a>A recent investigation into unpaid parking fines owed to the City of Chattanooga showed that the city is owed over $7 million.  However, factors such as the ten year statute of limitations and a reluctance on the part of the city to go after those who have less than $1,000 in unpaid fees could severely limit the amount of money that can be recovered.</p>
<p>Chattanooga&#8217;s Chief Financial Officer Daisy Madison said that due to court costs and legal fees, it is not financially feasible to target all but the top offenders.</p>
<p>The result is that only about $1.2 million will be able to be recovered.</p>
<p>Making matters worse is the fact that nearly one in four parking records have no name attached to them, due to both human and computer database errors.</p>

Hawthorne Street early Wednesday morning that injured two young men.  Witnesses told police that just after  midnight, a black newer-model vehicle passed by twice before shooting at people who were outside standing out in front of the location.</p>
<p>One teen was shot in the left foot while the other was hit in the right leg as they ran from the gunfire.</p>
<p>Both were taken to Erlanger where they’re being treated.</p>
<p>Because of the affiliation of some of the people at the scene &#8230; and statements made during the investigation, police are looking at gang rivalry as the motivation for the shooting.</p>
<p>No arrests have been made in the case &#8230; but the investigation will continue.</p>

<p>The council, instead chose to go even lower &#8230; making it $6.15.</p>
<p>Hardly unanimous, the vote was 6-3.</p>
<p>Councilwoman Pam Ladd, voting &#8220;no,&#8221; said if this lower fee causes the city to run afoul of state and federal mandates, it could be the &#8220;great tragedy of this decade&#8221; for Chattanooga.</p>
<p>A final vote on the fees will be taken in five weeks, pending a state law that says changes to water wuality fees have to be advertised 30 days in advance.</p>
<p>In addition to raising water quality fees to placate federal and state environmental agencies, the Chattanooga City Council is working other angles as well.</p>
<p>The council last night approved spending $380,000 dollars on a consultant to help them navigate through the water quality standards being enforced by the T-DEC and the EPA.</p>
<p>The firm of Jordan, Jones and Goulding was hired to help in negotiations with the agencies over expected &#8220;enforcement action&#8221; for non-compliance with the city&#8217;s water quality permit.</p>
<p>David Reese said the firm will seek to help the city &#8220;eliminate or greatly reduce&#8221; its environmental liability.</p>
<p>If the firm does its job, the city could save millions of dollars in potential fines as a result.</p>

<p>On March 6th, the four entered the home of Jewel Berg.</p>
<p>Police say they tied Berg and her boyfriend up with zip-ties, while they rumaged through the house stealing what they could.</p>
<p>At one point, Hannah kicked Berg in the head with his boot while she lay prone on the concrete floor.</p>
<p>Hannah was arraigned yesterday in Hamilton County court &#8230; his case will be heard by a grand jury.</p>
<p>The women are due back in court on April 12th.</p>
<p>All four face charges of kidnapping, robbery and assault.</p>

<p>He set bond for 19-year-old Montez Davis at $1 million for first-degree murder, after Davis admitting to investigators that he shot and killed Jonathan Lawrence in the parking lot of the Kanku&#8217;s convenience store on Wilcox Boulevard in early January.</p>
<p>According to Detective Adam Emory, Davis said that a group of Bloods had been harassing him and that he was tired of being picked on by the gang members.</p>

Upon arrival firefighters found heavy fire throughout  the house and quickly deployed hose lines to contain the fire.</p>
<p>Six individuals  were at home at the time when the fire broke out including three children.</p>
<p>Everyone  did escape safely, though one adult did receive a minor burn to their hand and was taken to Erlanger for treatment.</p>
<p>The house sustained heavy fire and smoke damage.</p>
<p>Interviews that were conducted after the fire was contained indicated that there  was a presence of chemicals that may be used in the production of  methamphetamine.</p>
<p>Chattanooga Police Department and the TBI Methamphetamine Task  Force were called in to make a preliminary investigation.  The results of that  investigation are still pending.</p>
<p>Members  from Hamilton County Emergency Medical Services and Hamilton County Rescue were  also called to assist.</p>

<p>A family member of the victim notified law enforcement, who in turn initiated a criminal investigation into the reported sexual assault.</p>
<p>During the course of the investigation, Detectives were able to confirm the complaint.  It was found that the contact between the suspect, Heather Mastin Kimsey age 30 and the fifteen year old victim, started in February and escalated into a sexual relationship.</p>
<p>Heather Mastin Kimsey was arrested on March 12, and charged with Aggravated Statutory Rape.  She was transported to the Hamilton County Jail.</p>

<p>Holmes says he had been running radar and  stopped to work on a report when he felt his car shaking.  He got out to  investigate and what he found was a bulldog chewing on his patrol car.</p>
<p>The dog  chewed two tires and the entire front bumper off of the car.</p>
<p>The dog also  attacked two cars belonging to private citizens driving by and a second police car  that arrived on scene during the incident.</p>
<p>O.C. spray and the taser was used  on the dog, but nothing stopped it.</p>
<p>McKamey Animal Center personnel responded to the scene and  managed to capture the bulldog along with two other dogs with it.  The dogs were  kept inside the fenced property at Mann’s Welding, but managed to get out.</p>
<p>The  owner of the dogs, Nancy Emerling, was cited by McKamey and all three dogs were  removed from the property.</p>

<p>According to witnesses at the scene, three to dive black males wearing all black and  black masks, got out of the bed of a white pick-up truck and began shooting in  multiple directions.</p>
<p>The suspects then returned to the truck and left the  scene.</p>
<p>The victim was transported to Erlanger, where he was treated and  released.</p>
<p>This shooting is still under investigation.</p>

But after three hours of searching with K-9s and Thermal Imaging devices, no body could be found.</p>
<p>Only a hat was found in the search area.</p>
<p>The train was brought to the Debutts yard for inspection while the Hamilton County STARS rescue team was called out to assist Chattanooga Police and searched all day Saturday.</p>
<p>However, after a lengthy search, no other signs of a victim were found.</p>
<p>Then, on Saturday evening, the victim’s mother called police on Saturday to advise that  her son, a 13 year old male, told her that he had been hit by a train the night  before and had lost his hat during the incident.</p>
<p>Officers interviewed the  victim who reports that he was walking on the tracks with a friend when he was  struck by the train.</p>
<p>He did not suffer from any visible injuries.</p>
